As far as I know there are other ways of making a pactio. Akamatsu did not just elaborate it.

A magic circle and a kiss is the quickest way for a probationary contract.
Outside of Negi's harem ministras (Asuna, Nodoka, Setsuna, Konoka, Yue, Haruna)
Only Mana, Mei and Misora has pactio cards.
Mei's artifact is a broom. Misora a pair of sneakers, Mana is shown with a Roman Numeral number 1 on her card. A child with a pair of Dessert Eagle magnums.
Mana is questioned if her card is active since her mage partner is already dead.
