That's the problem: thanks to recent events, there is no longer any firm definition of spam. Sure, the rules have one that is nice and clear, but the problem is that it has been re-interpreted in a way to make sure that if the staff doesn't like a particular discussion they can merely say the "s" word (spam) to scare people into silence, by implying they'll be infracted for spam. This issue was brought up and then swept under the rug.

So my answer is "no, it is not spam" and the correct answer is "the staff needs to stop labeling every small chit chatty topic as spam"
