Anyone can modify the tagging, I believe. They can also edit the 'rating' (Mature, safe, etc) of the picture.
I'm not sure if this is moderated... But you HAVE to be a registered member on it to be able to do those functions.
Unfortunately, since it's STILL (T__T) in Beta... there's no way to register a new account now. >.<
