Hmm.... maybe a division inspired hierarchy? Something like:

Captain - Leader of Brigade
Vice Captain - Second In Command
3rd Seat - Frequently Active Participants
4th Seat - Moderately Active Participants
5th Seat - and so on...

Of course, that's acting as if the brigade is one HUGE division
