Hmm.... maybe a division inspired hierarchy? Something like:
Captain - Leader of Brigade Vice Captain - Second In Command 3rd Seat - Frequently Active Participants 4th Seat - Moderately Active Participants 5th Seat - and so on... Of course, that's acting as if the brigade is one HUGE division

 Gin seems to have left, and she was my vice-captain, so... I'll be promoting Rei-chan to vice captain and Chizu to 3rd seat >.>
