Authority:

Command Staff:
Leader: Full authority, over all HKSS agents.
First Officer: Able to promote on own authority. Has authority over all agents, including second officer, but excluding the leader. When leader is incapacitated, takes over as acting leader.
Second Officer: Able to promote on their own authority. Has authority over all agents, excluding Leader and first officer. When leader and first officer are incapacitated, takes over as acting leader.
If Leader, First Officer and Second Officer are incapacitated, the next highest ranking officer takes charge.
Other Staff:
Chief Training Officer: Has authority over all drill sergeants.
Ambassador: Represents the HKSS on other forums. Establishes diplomatic relations.
Commissioned Officers: All authority of Sergeants plus can overrule Sergeants in decisions if they are in charge of certain places. (for example, if one officer leads a platoon, the agents in that platoon are subjet to his/her authority) Officers not assigned to certain tasks have limited authority.
Sergeants: Have authority of ordinary agents plus: Have the authority to admit new members. Can lead platoons. Have access to Brigade Sercret Room. Drill Sergeants can recommend agents for promotion for projects completed.
Ordinary agents: Can start new projects with the permission of the Command Staff.

Another change:

Platoon leaders have the authority to admit, deny admission, or kick someone out of a platoon.

A decision can be appealed to the second officer (not yet done) the first officer or me, but I'm not likely to overturn. I assume the platoon leaders know what they're doing, and my junior officers will operate on that assumption.

Yes, and you can do other projects as well. I recommend you take the Shinobu Quiz until you get to Sergeant, and then afterwards do other projects to move on up further
