That's just what Naru thinks. The only one who knows if it is a girl or a boy is Mutsumi. And BTW, I don't think Ken Akamatsu would put... Uhm... a girl Turtle who loves girls in his manga. Most probulary a boy. So, I'm sure Tama is a boy, because he fell in love with Motoko in one episode.
