wait i rechecked 209 and there is no mention of him being controlled or something, he is just with his group discussing somethings, then tsukiyomi arrived and reports about asuna, konoka, setsuna and kaede, and negi, then a dragon arrived, then fate petrifies it

Priod 52, pages 7, 8: When Eva defeated the evil demon easily, Fate came out of nowhere and use his spell vs. Eva, Eva was struck, but easily regenerated. He defeated Fate. The boy realized that he's no match vs. Eva, he just disappeared. Eva, just chuckled.

Then he turned to Negi...

"...that boy might NOT BE HUMAN...The way he moves is LIKE THAT OF A CONSTRUCT."

Two very clear proofs that he's controlled.

pseudo: yeah alredy know what eva said, i just missed the line when he said they were made, except for tsukiyomi she is just hired, what im saying is he has his own mind and not like a puppet that dont have a mind and just move by controlling it, well except evas dolls, but even if he has his own mind he is programed or made just for their objectives so he cant do other things than that, i already suspected that he is just a member, just like a pawn in chess, not really controlled but ordered to do things.
my earlier post are just possibilities you know, but not all is true and confirmed.
