I hve just read Ch. 222. The chapter turns out to be more than a filler. Fate and Negi finally have a meeting before the Big Battle. Fate is not working alone. He is a part of a fraction which wants to isolate the Magic World from the Earth. Fate offers to help Negi only if he gives Asuna to his fraction and him. Fate is definately the main antagonist of the series.

Unfortunately, Fate is being used by his allies. Most of his allies are Ex-Kosmo E. members.

1. It's faction, NOT fraction. However, if it's really a faction, Fate's group have another group with the same aim, which could make the whole of MW's existence in greater danger
2. He's a construct, therefore, someone's manipulating him, and this his BOSS. So, he's NOT the main antagonist, someone is.

Fate is a worse fool than all of the Baka Rangers combined if he seriously thought that Negi would make a deal with him after all that Fate has pulled, even worse is his complete lack of understanding when it comes to Asuna. Asuna may have some pieces mission here and there but she's hardly a broken doll that has been glued back together.
Also what ever Fate's goals and intentions are his actions have proved him to be "evil", at least in the eyes of Negi and his friends.

Racan's actions are going to attract the attention of the security forces. This means that Yue is going to have a reunion with Konoe.
