You gain rank by doing projects.

For lower levels, you can get up to the rank of sergeant by completing 4 Shinobu Quizzes. They are easy to do, so don't give up

Read the QUIZ FAQ in the HKSS forum.

After Sergeant, you do other projects. We got LOTS of them. They're not that hard.
