[SB] Project: Shinobu Brigade guild on gaia

With the resounding success of the HKSS guild on gaia, perhaps it would be a good idea to have a Shinobu Brigade guild also on gaia.

Let's start with phase 1 of this project.
Discussion of:
* fundraising
* idea generation for this project
* issues for this project.

One issue I'm going to bring up is that there already is a Shinobu Maehara guild. It is dead as a doornail, and the guild Captain seems to have abandoned it.
